Under AS/NZS 3000:2018 Clause 2.6.3.2.5, once work begins on a switchboard, every circuit must be brought up to current standards. That means the following are legal requirements of the job:
- Complete panel replacement using current-rated components
- Dual RCD safety switches on every circuit (not selected circuits)
- Current-rated circuit breakers throughout
- Main cable assessment where the cable from the meter to the board is inspected; if it needs replacing, it goes in the quote.
- Network notification to Ausgrid or Endeavour Energy where required
- Certificate of Compliance for Electrical Work (CCEW) issued within seven days of completion
If a quote for a switchboard replacement in Sydney does not include all these, it is not a compliant job. And if an electrician sells them to you as added benefits of replacing your switchboard, they’re misleading you.
What Changed for Compliance Certificates in NSW this Year
From 1 July 2026, handwritten and PDF compliance certificates are no longer accepted in NSW. All CCEWs must be submitted digitally via the BCNSW eCert portal. Failure to provide one carries a $1,000 on-the-spot fine.
